Sure she was the editor of the Torch but she only had Clark and Pete as staff and an auxilliary of FOTWs (Greg Arkin, Tim Wescott, Brendan Nash, Gabriel Duncan) that supposedly worked there. There didn't seem any contenders for the position given that Chloe could be editor right after joining highschool as a freshman. Compare this to the journalism department at Veronica Mars' highschool.

What I'm trying to say is that Chloe was always more interested in finding the truth and uncovering secrets. Hence the wall of weird and her personal files on Clark including his adoption.

As Watchtower she could enjoy this passion about as well as in her position as a reporter without the "writing it down" part of the job.
Honestly, looking back, I'd be more inclined to label Chloe as a busybody, rather than an investigative... anything. She likes knowing other people's business. In "Hereafter", she wants to gossip about Adam Knight having nightmares (because it's not like nightmares could be a private matter, related to recent trauma). In "Truth", she goes around asking classmates personal questions (knowing that they have no other choice than to say the truth), one involves asking Doug who he'd want to go to the prom with (resulting in Doug being outed (possibly the other boy too, as I'm unsure if Doug simply had a crush on Fitz or if they were secretly a couple), which is totally not going to cause any problems for that kid in a Kansas small town). There was no mystery to solve, just a thrill of Knowing Doug's business. In "Absolute Justice", she's shown to have hacked into the proto-League members e-mail accounts, which there is no real justification for (she's simply reading their e-mails, many filled with personal information, like who they are dating at the moment).

She digs into people's past, without justification, just to appease her own curiousity. With Cyrus Krupp, not only did she dig up his history of mental problems, but then haunted him wanting to do an "interview" (because what's better for a kid, with clear mental problems, than being haunted by someone?). Several times she makes it clear that she will check up on someone, just because.
