Honestly, looking back, I'd be more inclined to label Chloe as a busybody, rather than an investigative... anything. She likes knowing other people's business. In "Hereafter", she wants to gossip about Adam Knight having nightmares (because it's not like nightmares could be a private matter, related to recent trauma). In "Truth", she goes around asking classmates personal questions (knowing that they have no other choice than to say the truth), one involves asking Doug who he'd want to go to the prom with (resulting in Doug being outed (possibly the other boy too, as I'm unsure if Doug simply had a crush on Fitz or if they were secretly a couple), which is totally not going to cause any problems for that kid in a Kansas small town). There was no mystery to solve, just a thrill of Knowing Doug's business. In "Absolute Justice", she's shown to have hacked into the proto-League members e-mail accounts, which there is no real justification for (she's simply reading their e-mails, many filled with personal information, like who they are dating at the moment).
