It depends it is probably like in Bill and Ted when sure they time travel any time period they want but they still have to watch the clock for their own time period.

It gets confusing because Nyssa in the comics is usually from the 1800s while Talia is a contemporary of Batman and the Justice League.

Here Talia is about 10 in 1960.
