A couple of questions

For the longest time I've been bugged by a couple of things I don't believe were very clear:

1) Who turned Logan into a vampire? It wasn't shown...the last you saw of him was in the episode Vicki died. Maybe this question doesn't belong here but I couldn't remember which episode.

2) Who was the vampire that Elena crashed into at the end of this episode?

Anna turned logan and Elena crashed into that guy who was stalking her, later stefan (or Damon?) killed him when he wanted to kill elena.
