It has been rumored that a "dead shot with a sniper's rifle" would be appearing in the third episode of The CW's Arrow, which goes by the title "Lone Gunmen." Now, we have had official confirmation from the network that the "dead shot" is indeed Deadshot, a character who first made his appearance in DC Comics' Batman #59 way back in 1950 but didn't become prominent until being part of the Suicide Squad comic book series in the 1980's.
In an interview at KSiteTV's Arrow portal, GreenArrowTV, Executive Producer Andrew Kreisberg hinted that the third episode would have "someone you have seen before, but you're going to be seeing in a very different light." This is true - Deadshot appeared in the tenth and final season of Smallville, beginning with the episode "Shield." There, he was played by Bradley Stryker and was shown as a bit of a modern-day cowboy.
No word yet on who will be playing him on Arrow, but he is going to be in the third episode filmed -- which, assuming the series will run new episodes on a weekly basis for its first three weeks -- should be airing October 24 on The CW.
