    • The problem with Ollie's rant at Clark is that he doesn't really know what Clark actually does in his spare time.

It started with the very first Arrow episode, where Ollie told Clark that he admires Clark saving the people close to him. How exactly would Oliver know that? He's known him for about 5 minutes!

Also, it's not true per the show's own history. Both the corrupt cop Felon (season 1) as well as Perry both said that they went over Smallville's police report and found a lot of crime scenes and accidents where Clark had been an "accidental witness". Which means even during the high school years Clark has been saving people not close to him in Offscreenville. The simple reason we don't see these saves on Onscreenville is because it would cost money for the FX without being important to the actual plot of the episode.

In Justice Ollie accuses Clark again and it's become obvious that he doesn't know about Clark's trips to South America to find yet another Phantom, so - as they later acknowledge - they don't really know what the other is doing.

Clark's need to help people is so deeply ingrained in him that it even reflected on Bizarro because the latter one didn't really have any real cause to save Chimmy in the elevator.

This. Even in season 7 when Clark was ready to do his Kryptonian training(which at time was keep an eye on Kara and get the blue crystal before her) but then he finally got his wish of being with Lana, which brought back his desire of having a normal life and staying on the farm. Clark was more proactive then people gave credit for so when Clark decided to join the Daily Planet and help save people they automatically wrote it off as a lightswitch of sorts.

The problem was, it was only shown at times through lines but we couldn't see all of it and every time we see Clark help someone it was a loved one's problem which he put first at times. All we seen at times was Clark talk with Chloe, Martha and deal with his normal life. Like if Clark asks for Chloe's help for in order to stop something that has potential to being a huge threat to destroy the Earth Chloe gets mad and says that other people has problems too, but in the next episode when Clark is at home with Lana, Chloe says he's not being proactive in helping to save people, it's a twisted cycle(look at episodes Cure and Action to see what I'm talking about).

It was going this way until the end of season 7 and beginning of season 8 which led Clark to realize that he really need to be more proactive after the events with Lex and the Veritas Keys which led him to join the Daily Planet(especially since his only contact, Chloe, was fired and Lex wasn't working there anymore) in order to accomplish a mean to an ends as a way to help protect people.

Ollie's gripe with Clark has never been about how he doesn't do anything. Ollie's gripe with Clark is that he's a passive hero rather than an active hero. He waits around until something goes wrong in his orbit before doing anything about it, whereas Ollie & Co. actively seek out the bad guys to stop them before things reach critical mass.

Clark kept the phantom business hidden from Ollie, because Clark wasn't ready to let anyone else burden that responsibility, since he felt guilty about the phantoms being released. So Ollie couldn't really know what was going on there.

I think Ollie has a legitimate gripe which has been an ongoing theme in the show--Clark's refusal to confront his destiny. Jor-El has been hounding him about this very thing for several seasons now. I think Ollie is also frustrated with Clark at times because Clark isn't letting him in on the other half of the story (i.e. Phantoms), so Ollie is under the impression that Clark is basically wasting his potential right now.
