A pretty insane speed for an arrow looks to max out around 500 fps (feet per second). Something closer to the norm is around 200-300 fps.

The absolute slowest rifle bullet speed I could find still shoots at 600 fps (.38 special). Conversely, according to the information that I found, a .22 rimfire cartridge sends its bullets out around 1200-1500 fps.
