Veronica Mars Vs Smallville's Chloe Sullivan

As far as character, VM wins. Though I do love Allison's Chloe, but with how much her character has been written down, she just doesn't hold up to what she used to be.
VM was always brilliant.

Sometimes I forget that Smallville is the center of the known universe.

There r no (or few) new characters. Chloe, who I like as a character, is a sidekick type character typical in a hero-centric show. Chloe is basically the blonde version of Willow who was based on someone else.

VM is the hero of the show. A descendant of Nancy Drew and others. Comparing the two is apples and oranges.

As for who is better, Chloe is mostly technobable while each ep of VM had a solvable mystery.

Veronica is totally her own character. There were similarities in the promos for the show, but by the end of the pilot it was clear they were very different.
