I'd hazard a guess they're referring to things like the way Eobard talked to Kara while she was being weakened by the 'Red Sun Lamps', about how she was being softened up so he could crack her open. Not to mention the whole fact that the invasion in this case was so they could take Kara's heart for her doppelganger and Eobard's sadistic pleasure at the thought of cutting Kara open.
