I actually don't think it sucks, it just became mediocre after the midseason finale.
Up to episode 9 the season was actually really strong, the next 3 episodes with Oliver missing were somewhat okay too.
The problem is that the season got incredibly rushed after that.
Oliver makes his comeback from the injuries.
He reveals his secret to his sister and trains with her
He has a refight with Slade
the league frames him for murder
Oliver has a clash with the Atom
the police starts a big hunt for the Arrow
Roy takes the public blame and "dies"
Thea's boyfriend belongs to the league
thea is killed and revived (with symptoms being teased)
Oliver joins the league
he gets "brainwashed"
Damyan Darkh and his organisation are introduced
Star City gets attacked
It was all "part of the plan"
The league and the demon himself are defeated
Content that could fill 1 or up to 1,5 seasons got cramped into 0,5 seasons and this is where season 3 ultimately suffered the most.
If season 3 ended with Thea being revived and Oliver joining the league, with one or two events that happened before that being left out and carried over to season 4, it would have been a lot better.
Season 4 would then have both the league and Damyan Darkh as villains with Team Arrow (no Oliver at first) being the third party in the conflict.
Season 4 mid season finale would have Oliver return as it was "all part of the plan all along".
Damyan gets taken down near the end of season 4 and the season finale would have the refight with Oliver and Ra's, where Oliver finally kills him.
That would have made both seasons a lot better and would have given Team Arrow a reason to have more active members.
