Or maybe she lost the ring, or Savitar forced it off of her. But if he did propose just for that reason then that is incredibly dickish of him.

Savitar had already started that no matter what Barry tries to do it isn't going to change the death of Iris. And now Caitlyn is going to betray them and she knows it.

It would be reasonable to assume Savitar has some control on Wally since he is the reason he has powers in the first place. Why his visions are starting to manifest now, I don't know.
