The Black Canary, especially as realized here, is the equivalent of Ra's al Ghul; it's a title/legacy mantle rather than being associated with one single person.
Introducing a new character to take on that mantle - one who actually has the Metahuman powers of the character from the comics - is kind of par for the course for this show.
As far as your quip about "making a Wonder Woman who isn't Diana" goes, the comics have actually done that... several times.
