Does this line reveal sn 2 Wells as being Reverse Flash?

In ep 2x18, Wells says "This thing is how I stole The Flash's speed the 1st time".

Unless I'm mistaken, is he referencing sn 1 here?

Because if he is, then since he's speaking in the 1st person it can ONLY mean that the Wells in sn 2 ISN'T a doppleganger and is the SAME person as the Wells in sn 1, Eobard Thawne.

If he's not referencing sn 1 in that line please feel free to correct me.

No. He is referencing the first time he hid a device on the Flash suit under his symbol.
