Characters Missing

Does anyone know why we have not seen Rupert Thorne yet?
I would think that with a large mofia/mob supporting story we would get more mobsters. Although, the Batman universe has large amounts of them, most of which don't have the flare like the current ones. Rupert Thorne seemed to have something in the animated and comics. Besides, we know that the current state of the mofia can not hold out, Fish will not survive/can not. The Penguin has to miss out on the organized crime days of old Gotham.
