Despite Blood's turn, I'm not sure his intentions were quite as honorable as he claimed even before Slade corrupted him. Based on what he said about the way his father treated his family, he could have killed him in self defense, but that doesn't explain his treatment of his mother afterward.
I think Slade must have contacted him between The Undertaking and Season 2 to put his plan into motion. One thing I thought of is that Slade's "corrupt those he loves" line during his vengeance speech could have been a reference to what could have been if Slade hadn't gotten to Blood first. If Blood really was sincere about wanting to save the city and hadn't had Slade manipulating him, the combination of Mayor Blood and the Arrow could have done a lot of good.
I do think it would have been interesting if he had stayed around as a sort of ally of convenience for at least part of Season 3.
