In a lot of ways yes, but there never seem to be the potential for Chloe and Clark to be together in the beginning of the series as she didn't know his secret and by the time she did Lana/Lois had become to much an integral part of the show to give her any chance where as Felicity is a key aspect to Oliver's life and the writer's are certainly keeping that potential open whilst also having Oliver maintain his well known playboy lifestyle at times.
