He is Mark Scheffer (Shrapnel) but he isn't like his comics counterpart since Shrapnel's body is entirely made out of scraps of metal in the comics.

Do you think he'd tell Felicity about her powers right away or not? It could overlap without specific mentions until they line up.

Alternately, the pilot could be him waking up and realizing he has his powers, but it could take a while for him to learn how to use his powers well and develop his superhero identity offscreen (mostly between acts of the pilot or between the pilot and episode 2)
