Because of course there is no other feasible way to set up Tommy going down a dark path besides a love triangle gone wrong.

As for Laurel being 'easy,' I really hate the double standard that female characters are held to. She's slept with exactly two guys this season. Both guys that she's loved. Oliver's slept with three women, but is anyone calling him 'easy?'
