too true, InactiveuserID and anno_domini. I looked it up and Leviathan are older than anything else (apparently Death said they redate even the creation of the 'soul'?). They are the reason God created Purgatory, as a place to house them. So sometime after they were put in there and now I guess God came up with a way to get rid of them if need be (knowing that one day the Winchesters would need that info? Hmmm....). And left instructions.

And yes, if they've been in Purgatory all the time the angels have been around I imagine the angels never saw them as a threat (until Cas and Crowley let them out!). And as you say, ID, they've been too scattered to even care (plus, I imagine they were thinking 'well, they're just killing humans anyway, what's the big deal?') .
