    Like another poster wrote: Why Chloe? Was there any motivation for them becoming an item other than: "Well, she's a girl and he's a boy". Rather weak justification.

    The answer to why not is rather simple: he never viewed her in that way. Furthermore, in "Persona", Bizarro was shown to be annoyed with her. Bizarro had all of Clark's memories. He was a dark reflection of Clark. In "Bizarro", he notes that there are things that Clark would never admit.

    This opens up the possibility that Clark actually finds Chloe a bit annoying, but (being Clark Kent) he's too nice to admit it. Despite her pestering him for years, about his secret, he never ended the friendship for good. Chloe was a latchkey kid. Her mother had seemingly abandoned her, she only came to town within a year of the show starting. In "Witness" (I think), she says that the Torch is her whole life.

    Is it strange that he might have viewed her as someone, who barely had anyone and set out to be her friend? But, that's all, he wanted to be her friend. With her personality flaws (explored in "Masquerade": narcissism and control issues) ensuring that it could never evolve past platonic friendship. Which, in the long run, might have actually been bad for Chloe. After learning his secret, she set herself up as his side kick. Eventually, having no life outside of Clark by season nine. Where Clark would often come to her for information, that you'd think that he could find out on his own.

    This is often viewed as the show dumbing down Clark, to make Chloe looks smart. But, it may, in fact, have just been an example of Clark's kindness. He just wanted to give her something to do and make her feel involved. Unfortunately, it also ensured that she could never grow beyond him. In "Apocalypse", an AU Chloe is shown to be happy and about to be married. Clark wasn't around to "need her help", so she was allowed to have a life beyond Clark Kent. However, the mainstream Chloe might have felt that Clark needed her, more than he actually did. She seemingly lacked a personal life (except for when she later dated Henry James Olsen, where her constant involvement with Clark caused frictions in her actual relationship), possibly out of a conviction that Clark could run in at any moment and need her. So, she gave up everything else.

    So, Clark never dated Chloe, possibly out of him finding her annoying, but was too nice to say goodbye forever. He was just trying to be her friend. Meanwhile, this friendship had potentially negative effects on Chloe, as the longer it went on, the less of a life (outside of Clark) she had. Meaning, that it was an unhealthy relationship.
