Would Famine be as powerful as Cas if he ate all those souls?

In My Bloody Valentine, we saw Famine eat human souls & demons (who are messed up souls themselves) to seemingly quench a never ending hunger he had. Was Famine able to harness the energy of the souls & demons? Did they get absorbed like Cas absorbed them, or did he actually consume them so that they were non-existent after he ate them (i.e. would those demons & souls get released once Famine was killed or had his ring taken away)? I know Sam was able to stir up the demons Famine ate with his powers which messed him up so Dean could get the ring. Supposing Famine would have been there when the Purgatory portal opened & he ate all those monsters' souls, would he have become as powerful as Cas is now or do things apply differently to him since he's a Horseman?
