What is Chloe's legacy?
I think part of the purpose of the Chloe/boy bookend scenes was to show her legacy -- that she is essentially a "mother" to super heroes. Look at all she has done for Clark over the years. She was a friend, she helped guide him, saved his life a few times, and yes she even loved him. When new heroes were introduced she acted as a guide for them as well. She is always watching, guiding, helping...she is the eye in the sky....she is Watchtower, aka, Momtower.
The scenes with her and her son illustrate this wonderfully. She is teaching him about what it means to be a hero (using Clark as the perfect example) and she is both loving and kind. As she says goodnight, she looks lovingly at her son, then at the arrows (no doubt a gift from Ollie) and smiles, knowing that he will someday be a hero in his own right. Something we all have the potential to do, no matter if we have special super powers or not.
