So if "a few hours" in the Phantom Zone equals three weeks in the real world, wouldn't that put the amount of time Zod could possibly have been in the Phantom Zone since Salvation at the earliest at roughly 50 hours (2, maybe 3 earth days)? Granted, he could've been in that special Kandorian land for longer (several weeks/months possibly) before being banished, but that only shortens his Phantom Zone time.
That's a pretty short amount of time to settle in, meet Darkseid, establish rule, and grow a beard.
Of course, perhaps the Zod that Darkseid met was the original Zod, who would have been in the Phantom Zone for about 260 PZ hours now... less than 5 years here since Clark defeated him, but almost two weeks in PZ time.
