Who is Eli Cohen?

At the end of Laid Bare, in the trialer for the next episode there was a character Eli Cohen. Was he referred to in an earlier episode?

Yes he was. (in eps 1 and 2 I think) He seems to be the leader of some kind of international resistance network that keeps blowing up things and people to fight the Vs. Pretty sure we will see more of him in the episodes to come.
