Who's the teleporting disappearing guy?

That guy is the same guy in season 6 episode 8 "static".
The guy who could move through different dimension. space/time manipulation. He is the same guy and has the same ability but he was stabbed in the end of that episode so it seems he survived

SV just introduced Warp and didn't do anything with him really. Same thing with re-introducing Plastique. These sort of details make this season feel so random.
