Thanks to Heroes Wiki, I now remember what Angela said about them being at Coyote Sands: "And to prepare for the future, you have to understand the past. You want the answers? Then you'll have to dig." So I don't think it's about restoring powers, reviving the dead, or any other wild speculation. If I'm wrong, I'll eat crow. But just one though.

Maybe she just wants some people to dig for her so she dosen't have to pick up a shovel.
