Did anyone else notice Tess reading a file/folder on the black canary when she was having the discussion with her hench man about capturing Bett?

Just found that quite interesting.

Not sure if she intends to make use of the JL for herself or make her own JL team.

The file was on Bette Sans Souci. The picture was of Bette. The file was from Black Creek. I don't know how much clearer they could have made it.

No, it was Bette, thats why her henchman said that "Lex wouldve known when to terminate a project," for she was looking into her, thats why Tess came to her at the end.
