smallville=heroes?

is this show becoming heroes? I know smallville had focused on the meteor infected before, but I thought that they were done with that line of stories, then last week a guy with glasses is focusing on chloe's power, a bit hrg for me, and what happened to her healing people, I don't mind more story points, but tess's speech in the prison van was so evocative of that show, I'm not sure what I'm watching anymore.

With a show about people with superpowers (heroes, smallville, bionic woman, even sarah connor chronicles)... if people see something supernatural, they will try to exploit it. - so yeah, I'm sure in all the above we'll get some sort of HRG reference.

As for meteor freaks, we'll get a few of them as fillers now, but more JLA/ Legion members as they are more mythos related.
