What about Mrs. Petrelli?

At the end of last season, after Nathan was shot, it showed Mrs. Petrelli on the phone saying "I understand. It needed to be done." What was that about if not this shooting?

I had totaly forgot about this. At the end of season 2 i figured it was the Hatian since neither Parkman or Peter heard anyone thinking about killing Nathan. This might be something that we never find out the answer too.
