Actually, I don't think the place name appears in the Supernatural episode. I remember immediately recognising it. On my cable service it appears on a channel that has a sister channel that runs all episodes again two hours later. I checked my SV DVDs when the SN episode rolled around 2 hours later, and it is definitely the same location but without the place name.
This was an xray specific clue, knowing he is a Supernatural fan.
As a clue I will use the words "opening credits".

We see Clark run up onto the bridge and you clearly see the Cherry Hill sign over his left shoulder (this was the same scene and angle used in a Supernatural episode - can't remember the name of it but Dean got out of his black car on the bridge)
Clark surprised the ladies working in a florist warehouse which was odd given it was rather late at night. And spot on on the doublecross.

It looked like Van McNulty used liquid paper to write "Freak" on the meteor rocks that he left with his victims.

This is a middle season episode. The "delayed" decision has very little to do with the main plot of the episode. Don't focus on that. It's a very minor, almost an afterthought. The "decison" still isn't made by the end of the episode, although it is mentioned at the very beginning and the very end.
