What would have happened if Clark had been raised by Lionel and the orb device would have been found prior to the creation of the FOS?

The answer: nothing. The world would be screwed. Clark would have been raised like Lex and would have used his powers for evil. There would be no FOS to plug the device into and nothing would be able to stop him.

This means that the reasoning of ever sending the orb to Earth was flawed. Not only that, but as we saw, Lex wasn't able to control Clark. This controlling the Traveler plot was just all hype. At best, they should have said controlling the Traveler's destiny. But not even that would be accurate because had an evil Clark built the FOS, the only thing that would have happened is it being torn down. Clark would have still been evil.

I called it last week:

I said there was only one way for this to make sense and that was for the orb to point out the way not to the FOS, but to something buried underneath the FOS. Something that existed long before the FOS was built where it once stood. And that thing should have been the device Lex was looking for. Had that been the case, Lex or another human would have been able to stop the Traveler whether the FOS was built or not.

In the alternate reality of Apocalypse, Brainiac refers to "Kara's Fortress" - implying that she had combined the Stones of Power and created the Fortress.

I agree that the Kryptonian controlling orb storyline was weak. I've watched the ending several times, and I still have no idea what happened...

Brainiac might have created the orb. There was a hint of allusion to the signals that were sent to Swann about the Traveler being dangerous or whatever. Jor-El obviously wouldn't do that. But Brainiac, being on Krypton in the past, could easily make that happen.

There's no way Brainiac created the orb. He (as Kara) couldn't even touch it when he wanted to steal it. That's why he (as Kara) convinced Lex to go and use it. Had Brainiac created it, I think he would have been able to touch it. Instead, it was created so that Brainiac couldn't use it against Clark.

Actually, the fact that Brainiac couldn't touch it made me think it was the Eradicator and was created & hidden on Earth by Kem-El and knowledge of it was passed down the generations of the House of El eventually to Jor-El. Jor-El told Swann about it for some reason that is beyond me. Jor-El could have possibly hidden it had he gone back in time, but that is yet to be confirmed. Either way, I don't think Jor-El created it since it didn't have the signature "S" shield as the crystal he gave Raya and the Phantom Zone exit console. It was unlike anything we've seen (not anything like Clark's ship either).

If Clark was raised by Lionel...he'd be Ultaman from the comics.
