Why would Jor-El do such an illogical thing as to leave the power to control a mighty being to humans? If Jor-El traveled to earth centuries before Clark was in the picture, then he would've already had an understanding of the human nature. Especially how having absolute power can gradually corrupt people.
It made sense after Jor-El visited the Kent farm, and Jonathan Kent was chosen. After observing JK's good nature, he obviously had enough faith in him to protect and raise Clark from a child to a man. But common sense should tell Jor-El that if a person like Zod, or even his own brother could succumb to being power hungry, what makes human beings any different? If not Lionel or Lex, such power could've seduced any human being to use in their advantage.
