Apparently the EMH was sent back in time on a mission for the Department of Temporal Investigations and disguised himself as Mr. Teague.
jokes aside, it's great to see Robert Picardo. I thought he is already busy with Stargate. But anyway, I wish his character was more thoughtfully planned out.
