I'm guessing it was in the line of him working out whatever deal he did with Chloe, since we can only assume from the ridiculous plot they gave us it had to do with that. Likely because Kara and Chloe accessed most of the 'top secret government files' (gag) from the Daily Planet.

just assuming here, but alot of her hacking work was done at the Daily Planet, Lex owns the DP so indirectly he involved

Yep only in smallville can you access servers that by default are not connected to the internet but have their own federal intranet to connect to each other, now figure that one out! LOL!
It would be far more believable if Chloe somehow got in good graces with her general uncle (Louis dad) and that would then allow her access to a secured server station but whatever...

Considering Clark was just stupidly spending his time with Lana, & not trying to get those keys from Lex, somebody had to do something. I'd say Chloe tipped someone off. It was a pretty good effort to delay Lex's departure. An anonymous call to the right officials, would red flag Lex for possible terrorist activities, & he would remain grounded until it's resolved.

You're probably right, I didn't notice that. He got Chloe's situation cleared so he could leave to Zurich, sinse he owns the Planet.

Actually, I was thinking it may have been whatever cabal that guy who tried to kill Lex is working for that tipped off the government. They obviously knew Lex was coming and didn't want him opening that box.

What could Chloe possibly have said to make the government prevent Lex from going to Switzerland? "Beware! A billionaire is planning on opening a safety deposit box in a Swiss bank. Watch out!"

Wow! I never caught that. Way to go, Chloe. While Clark is moping around, Chloe is using her mad-hacking skills to prevent Lex from going to Zurich with the keys. :D

All the good stuff in this episode happened in the blink of an eye in between the James Bond stuff. :\
