Shelby was the behind-the-scenes mastermind. Shelby hired Vanessa, Shelby arranged for the government to red-flag Lex, Shelby's the reason the security guard tried to kill Lex.

And, most diabolical of all, Shelby was drinking water from the toilet while Clark was away.

I'm very disappointed by Shelby's turn to the dark side. :(

There's been a "Where the Hell is Shelby" thread for a while now. It started sometimes in Season 6 I believe. It has become a running joke to have one with each new episode.
It's true that Shelby isn't that important in the bigger picture in terms of the show but to many of us Shelby's disappearances are a symptom. A sign of Smallville's distressing problems with continuity. I guess it's a way for us to humorously vent about that. And kinda make fun of the show at the same time (but in a good way cause many of us still love, or at least like, Smallville. Otherwise we wouldn't still be watching.).
