I can't really imagine a main character constantly interacting with a recurring guest character and not mentioning their name unless their a doctor or an officer (b/c it's common for people to say 'Hey Doctor' Or 'Hey Officer', but something like 'Hey Teacher' would seem strange IMO).

Well done Quebec!! It is indeed the Admissions guy at SMC in Crusade, but he was also in Spirit.

He certainly knew Jonathan and Martha from Jonathan's 3 month stay after going comatose at the end of Covenant, and you confirm that with the line you quoted above - "Yeah, Martha Kent. She's in here all the time". Clearly he didn't know Clark, otherwise he would've recognized him when Lois brought him in (hence I only said that he knew the Kent parents!!).

He was very unsympathetic to Lois's wish to leave Clark at SMC in Crusade - "Whoa, whoa. Does this look like an animal shelter? Now, you have to stay with him until we find someone who can I.D. him."

And he was also unsympathetic to Lois and pedantic the next time we see him in the series - in Spirit. Lois rocked up to SMC (she's been for tests for allergy to Shelby) and says to the same guy "I just went to see the allergist. This says I owe two hundred dollars". He is unimpressed and responds with "Actually, it’s $215 including lab fees."

Maybe Dr. Swann? One of his duties (looking for extraterrestial life) was eliminated by the events of Rosetta because he FOUND extraterrestial life (Clark). And I guess he would have to be considered a "dignitary" no matter how you chose to define it. He certainly did have plenty of "information" to dispense in that episode...

He is an African and he appears on an AOL video feed on Lex's computer in both Fragile and Oracle. He is tracking Milton Fine. The important information is the location of Fine. The contradictory information he gives is that Fine is 40 kms north of the Somalian border while at the same time the Asian Envoy says Fine is in Myanmar. Of course there turns out to be several copies of Fine running around!!

The guy is played by an actor named Panou.
