Bart did odd "jobs" to survive and would also never tell Clark's secret but I don't recall him calling Clark a hero. Pete did the "roady thing" to pay the bills (as recounted in Hero), would never tell Clark's secret and blew the whole hero thing from which Clark had to save him.

Well LilMo, I reckon that might be Morgan Edge. As head of the Metropolis underworld, he was infamous. He met Clark when he was Kal on Red-K. He set the fire at the tenement in which Lionel's parents died, and Lionel went to prison for this crime. He was shot and killed by Lex in the Jaguar (stopped by Clark) after changing his appearance by plastic surgery. He hasn't been seen since Shattered.

It was Tim. Maybe the third one was a stretch, but I think he was psychotic and self-righteous enough to exempt himself from his judgments, and he believed the meteor shower and the freaks it produced brought nothing but evil to Smallville. He told Alicia she was guilty just for being a freak and killed her . . .

The last two clues make me think it is Principal Kwan, who went against the wishes of Coach Walt in Hothead. The coach set fire to Kwan's car with him in it. Not sure that the first clue fits, though, and he didn't die then.
