Lionel said that, and since Lex wanted nothing more then to hear him say those words. Is Lionel's overall arc finished?

I think Traveller/Veritas will be a big arc for the Luthors.

I really want to see Lionel return to normal somehow. He really was never the same man since 'Transference.'

I feel like his mind has been altered so much, he's not his true self or original self anymore.

I'm hoping he's somehow restored so we can finally see him and Lex go head to head for the evil throne.

he's been a good guy since transference. after onyx, he became a good guy using questionable/luthoresque methods. this close to the end of the show, i think the move to make lionel a good guy while lex became worse was smart since Lionel created a monster that he has since regretted, to the point of trying to get lex removed from luthorcorp to be humbled enough to revert back to the good side (Vengeance/Mercy). if lionel hadn't tried to redeem himself, his future death wouldn't be so meaningful because if Lex was going to kill Evil Lionel, it probably should've happened before Commencement (Tempest...).
