LEX'S HELL= Lonliness and misery
It's like second nature for Lex to continue to use manipulative tacticts as a tool to maintain love within his life. In his own twisted mind, his "I always find a way to win at the end" slogan is what fuels his evil agenda. But when will Lex realize his tactics doesn't work when it comes to love?
Aside from his failed marriage in the end of season 2, it's been proven towards the people he's decieved; from Clark to Lana, and now Julian. Eventually, they all saw through the deciet and he lost their love forever.
As for Lex re-creating his hell, conjuring his baby brother out of a lab, once again showed Lex's desperation. But another reason Lex keeps failing is because no matter who he has to love him, Lex still feels the need to have absolute control over them. Lex didn't allow Julian to date who he wanted (Lois), had survelliance in Julian's office, stopped him from seeing his supposed father, etc. That's why Julian started rebeling towards Lex more than ever. It's obvious Lex felt he lost control of the situtaion, but to have a clone rub it in his face how pathetic he had to resort to what he's done to cure his lonliness just added fuel to Lex's rage. Not to mention how Lex couldn't fathom a repeat of a son being favored over another all over again.
Overall, Lex's pride and ego couldn't allow this abomination to remind him of how much of a loser he really is. Although having Julian killed made Lex think he's won, his action of screaming on the balcony in the pouring rain proves he lost AGAIN!
