I'll admit, I sorta take some inspiration in this from Angel, but heck...tell me this isn't a better idea than a Green Arrow show. >>
"Acrata"
Spin-off from Smallville; centering on Andrea Rojas, whom appeared in the Smallville Season 5 episode "Vengeance" and the Internet/DVD-exclusive Vengeance Chronicles. Takes place in Suicide Slums of Metropolis.
Pilot details:
Over 3 years since the robbery that changed her life, both because it took her Mother's life and gave her literally a new heart-beating lease on it, Andrea Rojas roams the streets of Suicide Slums helping the weak and frightened from similar evils and muggers. Struggling not to succumb to her vengeful impulses in striking down the lowlifes, she makes each beating as quick as she can and departs the saved victim without a word. As a nameless hero whom can't assume a real life without being arrested for murder, she nevertheless continues her efforts in any way she can.
During a night of rest in her dank and powerless slum of a home, she receives a visit from Chloe Sullivan, whom relieves her with news that Lex Luthor's 33.1 operatives will no longer be hunting her or any other "different" heroes out there. However, as good of news as that is, there's even worse news; the government now has a special secretive branch hunting down all remaining criminal suspects with unusual abilities. Andrea included. Chloe mentions she can't stay in contact with her anymore, for both their safeties, although departs with a friendly hug and cell number of "Clark's".
With the number tucked away, Andrea goes back out on another night of patrolling for despicable muggers. However, when she's tracked down an apparent helpless young man screaming for help, she's caught on the receiver's end of an ambush by black clothed men attempting to capture her. Realizing these must be the government agents Chloe warned her of, Andrea defends herself with every ounce of strength she can. However, when it seems as though she'll be overwhelmed, help arrives in a surprise blast of energy knocking out several of the agents. It's Nick Yang, whom at first looks as though he's about to be shot from behind, is saved thanks to a menacing sounding figure.
Once all the agents are down, Andrea runs off to an abandoned building, where both Nick and a shirtless young man catch up with her. Andrea extends reluctant pleasantries with Nick and meets the Jeckle/Hyde meteor freak from Smallville, Byrne Moore. Byrne reveals that he was experimented on as a child in a form of test cures for sociopath-troubled kids, and that he was given a special bracelet that allows him to trigger transforming into his "freak form" (and back to his poetic/humble personality) by uttering the word "Nesting", thereby allowing him to go out in sun light. They mention having been sent by billionaire Oliver Queen to keep an eye on her and help out.
While explaining about Oliver, Nick and Byrne notice Andrea running off, but they simply let her go for the moment. Andrea, in fear that Oliver may want her in jail for murder as well, goes off back to her hideout slum. After trying to lay down for some sleep, she notices a package on her made-up bed with a card addressed to her. Shocked by the name with whom it's from, she sees that it comes from her Father, Bernardo Rojas. Bernardo apparently left Andrea's Mother not too long before the big mugging over 3 years previously. A letter with the package reveals that he knows about Andrea's abilities and her dilemma with the police, but has bestowed to her a gift.
Opening the package fully, Andrea discovers a stylized "A" silk-sized chest plate, very small in size. According to her Father's letter, when put on bare flesh, it endows the wearer with an ancient teleporting ability whenever that person enters any natural shadow. Bernardo explains that if ever she's in a serious jam, where even her enhanced heart's powers can't help, to "run" and bring herself to a safe place. Andrea reads on that the ability will take some time to master at will, as well that she'll need to know the location of a place she teleports to, but overall she believes what her Father's written and sent her. She suddenly hears her cell phone vibrate in her suit.
Not recognizing the number, she nonetheless answers and hears that it's Nick. Andrea is instructed to meet himself and Byrne at a local restaurant for a late supper on them and to discuss their future. She agrees and before heading out, tucks away Clark's cell number in her back-pocket, as well as the emblem her Father sent into one of her boots. Arriving at the restaurant, Andrea meets with Nick and Byrne and sits down for a bite to eat. They talk about how rough life's been for all of them for the past several years, but Andrea's more interested in if they have any deeper agendas than just "looking after" her. Nick simply tells her that they're there to help with any path of redemption she may be on, as well as to hopefully help her past the killing of Snake so she can one day join the forming "League".
Out of nowhere, the Chinese partner of Snake's comes into the restaurant and demands all diners to turn over their money and goods. Andrea's ready to fight, but Nick stops her with worries that they shouldn't be so public with their abilities. The robber takes a young lady hostage at gunpoint and tells everyone she'll be the first of a dozen if they don't do what he says. But as fast as he got his point across in words, a brunette woman behind him pulls a gun out and shoots pointblank to the back of his head. Blood splatters on Andrea, whom is identified by the woman. She introduces herself as Lt. Maggie Swayer and informs her that the police have a warrant for her.
After calling in for backup, Swayer surprisingly tells Andrea and her "friends" to go, informing her that she also suspects she's the mysterious "Vengeance Angel" vigilante helping the helpless. Maggie relies to her that she has no desire to see her arrested, at least not yet anyhow, and orders her to leave before other police whom could recognize her show up. Andrea, Nick, and Byrne depart out back into an alley where they hear sirens approaching and wonder how to escape. Byrne mentions Andrea and his transformed self could probably get to the top of a building, but not without leaving Nick behind. Andrea suddenly reaches into one of her boots and pulls out the "A" emblem.
Ripping her shirt partially open, Rojas slaps it onto her bare flesh without hesitation as Byrne sees her eyes glow a strange, black color similar to his own reverted form's. She looks to the top of the highest building in sight and tells the two to follow her into a nearby shadow. Andrea commands them to grab a hold of her and she attempts with all her might to teleport. Unable to pull it off, Nick tells them to just go on without him, not understanding what she's attempting. The police cars suddenly pull up and many cops point flashlights at the huddled group, just as Andrea lets out "I leave nobody behind" and shuts her eyes tight, teleporting all of them to the top of the intended building.
Andrea breaths heavily as she marvels at what she just pulled off, hurriedly attempting to remove the emblem, but finds it grafted/merged with her flesh in a tattoo-like form. Nick offers to walk her home, but when Andrea mentions she wouldn't like anyone else to see such a pathetic home she has for herself, Byrne mentions he's referring to their own three bedroom apartment. Andrea accepts and tells them to go on to a ladder down the building as she looks off into the Metropolis city distance. Pulling out the cell number of Clark's, she brings it to her lips and gives it a kiss, telling him in her own monologue that she can take care of herself. Looking down upon the police, she crumbles up the number and drops it on the roof, letting out her first true smile of the hour.
Andrea: "Redemption, Protecting, Good. They're all difficult steps to follow. My Mother once told me to give this world all I could, even if she were gone one day, to make it a better place. This is one of those days, with many more ahead. I won't fail you, Mother. From now on, I may be an Angel of Vengeance in some form. But in honor and love of you, those I save and those I slay will know me by only one name."
Nick yells down to her from the top of the ladder.
Nick: "Hey Rojas, Ms. Angel of Vengeance, you coming?"
Andrea: "I'll be right there!"
Andrea walks around the building looking up into the sky, kneels down and leaps all the way down to the side of the building Nick and Byrne have climbed down. Landing in a manner that slightly crumbles the ground beneath her, she meets back up with the two "special" men now in her life.
Andrea: "And by the way...the name is Acrata."

Andrea Rojas - A young woman in her mid 20s, on the run from the police and a secret government agency, Andrea almost died in the very same senseless mugging that took her Mother's life. Following a heart transplant with an innocent girl whom died in the second Smallville meteor shower, she gained superhuman feats of strength, agility, and endurance. On her vengeful quest to make those whom killed her Mother pay, she met Clark Kent, a certain not-so-normal young man not entirely of this Earth. He helped her track down the muggers, though when they had the real killer - "Snake" - in their hands, Andrea betrayed Clark and killed the defenseless Snake. Immediately afterwards, she attempted to kill Lionel Luthor, whom would have died if not for Clark. Andrea later met Nick Yang and his then-girlfriend, Molly Griggs, whom were both on their own mission of taking out Lex Luthor. Andrea began her path of redemption, thanks in part to Chloe Sullivan, by foiling Molly's plan and even persuading Nick to help out. She now continues on the run, saving people without a mask, yet not sticking around long enough to give anyone a good look at her. Out one night and on the receiving end of a government ambush, she is saved by Nick Yang, whom introduces a friendly meteor-infected man from Smallville; Byrne Moore. Andrea slowly warms up to them and eventually moves to their apartment. As she heralds on, she has a new ability completely unrelated to her meteor-effected heart, an ancient teleporting ability bestowed by an emblem apparently delivered by her Father. Dropping the Angel of Vengeance name Chloe Sullivan gave her, Andrea dubs herself "Acrata".
Nick Yang - A Chinese-American about the same age as Andrea, he first met her while in league with his ex girlfriend, Molly Griggs. Nick at first at Molly's side in wanting Lex Luthor dead for his horrendous 33.1 experiments, however Andrea eventually convinced him to let the pain go and leave Griggs. Nick's apparently met Oliver Queen, the Green Arrow, whom has assigned himself with "meteor freak" Byrne Moore to keep an eye on her and assist on her path of getting past the accused murder. Nick has a truly deep respect for Andrea, knowing that it was her whom saved him from going down a murderer's path. His powers, unlike Byrne and Andrea's heart-related abilities, are completely unrelated to the green meteors of Smallville, Kansas. He rather received his matter-energy abilities from a freak accident at a LuthorCorp plant, more-or-less making him a meta-human.
Byrne Moore - The youngest of Andrea's trio, Byrne is the only one born and raised in the sometimes-freakish town of Smallville, albeit spent the majority of his life locked in a basement/cellar by his parents. As a child, he was experimented on by LuthorCorp in some of Lionel Luthor's first forays into meteor-rock manipulation. As a sociopathic troubled kid, Byrne was the only one of several children whom survived the ordeals, although must live with a "meteor freak" side-effect similar to the Dr. Jeckle/Mr. Hyde mythos. If exposed to sunlight, he will revert from his humble and poetic persona to a fierce, rage filled darker side with enhanced strength, endurance, and the blackest eyes Nick and Andrea have ever seen. Thanks to the generous help of Oliver Queen, Byrne can now walk in the sunlight without reverting thanks to a special bracelet designed to keep his form in check. It isn't completely diminished however, as the uttering of the word "Nesting" from his own mouth or intense true rage can automatically let out his inner beast, whom can only revert back via his own willing re-mention of "Nesting".
Lt. Maggie Swayer - A closeted lesbian, Maggie was born and raised in Metropolis, truly as honest and good a cop as any out there whom knows the true facts of life regarding the big city. She takes a respecting liking to Andrea Rojas, suspecting she's the vigilante whom has helped various innocents and helpless people from the robbing evils of the Suicide Slums streets. She puts her own job on the line by continually letting Andrea go without arrest, as well as denying to her superiors facts of certain cases. What comes next for her in the future is as much a mystery as any.
