So, according to the Kring himself, http://tv.ign.com/articles/841/841573p2.html, we skipped an entire volume of heroes, exodus, because of the strike. More info on vol 3 in general, and misc others Heroes stuff can be found at the link.

I heard that Season 2 was suppose to consist of Volumes II, III, and IV. So does that mean that Exodus was suppose to be Volume III and Villains Volume IV ?

Exactly. But Exodus was not I believe to be that fast paced, and with the writer's strike cutting down the number of eps this season, and the fans complaining about heroes building to a climax instead of mainting one for the entire season, they skipped to the faster paced Villains.

Interesting. It's a pity they skipped a volume, perhaps we will get to see it through the online comics.
I haven't read the article yet, I hope this is not redundant.

Additional clues to possible Exodus content: in the commentary for "Powerless", Alan Arkush states that originally, the virus was to shatter and be released, but this storyline was changed during shooting. It sounds to me like this is the stuff that Tim Kring has said they decided to wrap early because of the writer's strike.
Nathan was to contract the virus and pass out at the speech, instead of being shot.
