He's been depicted as evil in the comics though as well.

Yeah, but the level of evilness he showed in Blue was literally on par to Zod. He was willing to exterminate the entire human race and eventually kill his own daughter, all for what? Just so he could bong his big brother's woman and freeze an innocent planet? I'd like to think Zor-El only went this far because he was a soulless clone/replica, but we'll probably never know for sure either way. We do know he was willing to keep Lara on Earth or just replica her against her will to rule the planet, but to go as far as he almost did, damn...
Although, after seeing his demands for Clark to join him to "rule", I'm getting a general idea of whom may have slightly sabotaged the message in Clark's ship to make it say "Rule them with strength". That one sentence was pretty much Clark's big motivation for misinterpreting why Jor-El sent him to Earth; naturally after he saw his father's AI show him a globe of Earth, he started thinking "Oh dear God, he wants me to concur!" when all Jor-El was intending was to show a symbol of his imminent crusade to collect the stones (for everyone's sake) and protect the world.

I'd like to think it's not simply because of Lara. Zor-El did say that his brother has "stolen" everything from him (from his perspective of course) and when Lara chose Jor-El over him, well that's just the last straw that broke the camel's back.
As for him wanting to wipe out the human race and block the sun in the process, well it's not like Zor-El the first Kryptonian who has expressed intense disdain and disgust over the "primitive species". I believe it has something to do with Zod's own whacked up reason, he wanted to cleanse the planet and repopulate it with with Kryptonians, the superior beings of the universe.
Maybe he had something up his sleeve on how to stop the eclipse, he wasn't really going to let the planet freeze forever, it's just to instill panic and fear in the people, like what Fine did in Vessel and Zod.
