Y is he evil and wanting to be with Lara? Does he despise his brother and that jealous of him to turn evil?

Maybe he's evil, maybe he's not. We don't know the full story yet.

From what we know I think one is jealousy. One for Lana, but also Jor-El seemed to be a big honcho on Krypton with his inventions, bigger than Zor-El.

Freudian slip, there! I think the main purpose of that scene (besides setting up a future episode) was to show a parallel between Zor El's destructive obsession for Lara and Lex's for Lana.

Kara's mother was still alive, right? So Zor El was not only trying to steal his brother's wife, he was abandoning his own? I guess Clark didn't fall far from the family tree in the wife stealing department.

He already gave into Lex's evil ways. Taking Lara's DNA, to use in his science. Or as Lana said, his psychosis. Remiiiind you of anyone? As Craig Ferguson would say.
