Hey, there could be either a Lois and Clark SUperman reference or possibly the Justice League Superman reference. Or maybe the guy watched too much of both shows, read unusual Xfile material, and came up with the theory that somehow, 'aliens' in Clark and Kara are roaming the Earth so he made up some 'protection'. We get more and more of these nuts from the government, I wonder if this guy was a Cadmus rogue agent running loose?
