Why the hell is it that Peter forgot who he was, what he could do, and how he got where he did, but he still knows New York when he teleported there??

Because he had his mind wiped by the Haitian. As shown this past episode, he can selectively wipe your memories. He may have only wipe Peter's memories about who he is, the rest of the stuff he left.

Plus New York is a pretty recognizable city. I mean, if I accidentally teleported there I'd like to think I'd be able to recognize it.

People with amnesia don't seem to forgot big cities like New York, and I doubt the Haitan took every single one of his memories.

You don't forget everything when you have amnesia. People who lose their memory still know how to talk and walk.. eat. etc.
