yea deleted, they did it with a big scene in the 100th episode but showed the pic too

no batman wasnt in justice lol, but yea it was from a scene that got cut, that tends to happen from time to time. we will just have to wait for the dvd comes out to see what was cut.

I think he's just further back from the light source. Notice that he's also slightly out of focus. Much more likely it's just a deleted scene, like many other posters have suggested.

I think the pic is from a deleted scene involving Kara's talent show for the pageant. I saw another pic at the Devoted to Smallville website in which Kara is wearing the same outfit and appears to be doing a magic trick (there's even what seesm to be a magician's top hat on a table next to her). Clark is also in this pic, perhaps her not-so-willing volunteer.
