It could be Cadmus. That was what the government agency is called in the JL cartoons.

Plus Lex owns Cadmus. That's where Dr. Hamilton worked after the dilemma he caused in Nicodemus and where Lex sent those parasites that Dr. Walden's crew captured from the cave in Rush.

homeland sercuity probably didnt want them to use there name. That usually happens in shows they can call things/places real names cause of either copyright issues or they are blocked from using the name. Or for smallville the department of domestic surcuity could just be one of many many government agencies.

JM is coming back as Brainiac and I believe whatever that crystal is will tell of Kara's comings, but we can't figure that out until the episode "Lara".
