Bizarro only replicated Clark's cells not his clothes so surely Bizarro should have been naked?
Or did he super speed to the local shops and buy the same outfit as Clark just in opposite colours?
The phantom only had clothes before because he had possessed the bodies of humans who were already wearing clothes. When he became an entity himself he should not have had any clothes.

It's simply a form of dramatic license; his wearing opposite colors of Clark reflect his warped-mirror image.

Clark has been wearing the same outfit for so long it actually fused with him, and became part of his DNA.

yeah! Let's write a letter,
Dear Al/Miles,
Since you have disappointed us with Bizzaro not being naked we demand Clark shirtless in all episodes!
Sincerly,
the Smallville viewers

I do not want to see a grown man naked & this discussion is not even relevant.
