Peter encountered Hiro, but doesn't seem to absorb his power yet. Maybe he never will, but who think he misses Simone so much when he has Hiro's Time travel power too, he goes back to Save Simone?

Peter used Hiro's ability multiple times throughout the first season. Check out when he's training with claude and he stops the taser from HRG, and in FYG for just two examples.

Whether he still has it, since it appears he's been mindwiped, is unknown.

Stopping the taser was Tk not stopping time. But that of course is argued in multiple threads else wear. As for if he has it know, The Ninth Doctor is correct, we will have to wait and find out what has happened to Peter oin the last four months.
