Well, depends really.

Bizarro has the power to defeat Zod, he just can't harness it because of his mental state.

This was in a Superman 'April Fools' comic I think. Note, it wasn't called that because it was all a joke, it was about Bizarro and Clark.

Zod, like KryptonScouse said, Bizarro doesnt have the intelligence to harness his abilities to defeat someone as incredibly intelligent as Zod.
