when Superman 1st appears in Metropolis in say 20 years from the current stage of Smallville surely Lex would put two and two together, and go after Clark.

Nope. Currently, Clark shows up in Metropolis six years after he graduates from high school. He traveled around the world and strung together enough credits at different colleges to get a BA.
